PPMC Orders Detention of a Former Norwegian CNRP Youth Representative to Prey Sar Prison

Phnom Penh: The Phnom Penh Municipal Court has decided to detain the accused, Ear Channa, at the 1st Correctional Center (Prey Sar) in connection with the conspiracy in 2020.

In a detention order dated 30 May 2022, the Investigating Judge of the Phnom Penh Municipal Court, Judge Sin Sovannaroth decided to send Ear Channa to Prey Sar Prison and for the Director of the Detention Center to hold pretrial detention until a new order is decided.

Judge Sin Sovannaroth stated, "All agencies of the public force must cooperate to implement well when this order is presented in any case necessary."

Ear Channa, 41, a former youth representative of the CNRP in Norway, was arrested on 30 May 2022 near Aeon Mall in Phnom Penh by court order.

He was issued an arrest warrant on 25 December 2020 on charges of conspiracy to commit crimes in Cambodia and elsewhere in 2020 and beyond under Article 453 of the Penal Code.

Article 453 of the Penal Code stipulates that a conspiracy is a conspiracy planned by several people to commit murder if the plot is manifested by one or more specific acts. Conspiracy is punishable by 5 to 10 years in prison. If the offense is committed by a public official, the punishment could be imprisonment from 10 to 20 years.
